the dmv. law enforcement tells cbs 5, the pair used addresses in the application process that put their legal residences inside the fire zone. >> it was to obtain identification that was not their identification and it was in an effort to get identification for somebody else who did live within the site. our belief was it was in an effort to be able to then go and make an application to get some of the funds that are being provided to victims of the event. >> reporter: five felony charges have been filed. they are commercial burglary, perjury, felony filing of a false document, identity theft, and welfare fraud. when smith and justin applied for the licenses, they caught the eye of dmv investigators, who then alerted san bruno police. at a press conference today, county law enforcement agencies were clear about what would happen to anyone trying to run a scam in the fire zone. >> we view them as vermin. and we are going to prosecute them to the fullest extent of the law, meaning we're going to charge them with everything we can charge them with. we are not going to plea bargain wi

camera one man told us after searching for hours, he didn't find anything that he could keep. well, the people with red-tagged homes are facing the worst challenges. some work is still being done on the green-tagged homes where residents have been able to return. >> this lady here, the blast actually broke her window in the master bedroom and the soot carried throughout the house. >> reporter: serve pro is one of the countries pg&e is paying to go through these homes and remove the residue and scent left in these homes that could cause respiratory problems. these burned bits on the ground are pieces of paper, photos or chemicals that crews are picking up. public works is worried about what would happen to the ash and chemicals if weather forecasts are accurate and it actually rains this weekend. these bags filled with rocks are being placed around catch basins to filter out sediment and hazardous materials before they get washed into the bay. >> right here where we are, we're in the lowest location, so everything is going to run this way if it rains. >> reporter: now, the city of s

coming up. >> definitely not your typical commute there! >> no. >> thanks for joining us. i'm kristen sze. >> i'm eric thomas. there's a new twist into the investigation into the san bruno explosion and fire. it appears that pg&e was raising concerns about this specific pipe eroding just days before the explosion. abc 7's terry mcsweeney is live with more. >> the chronicle reporting that the exact pipe that blew up out here last thursday starting that inferno came to pg&e's attention actually last year. now, according to the article, four pipes were corroding here in the bay area at gas transmission lines all tied to the milpitas control station and they were seeing compressor oil inside these pipes causing the corrosion. according to the article, pg&e says they stopped the liquid. haven't seen any since last november. another controversy has to do with the mess left behind. county officials want all the debris gone by october 15th, the beginning of the rainy season. the material has been tested, says the county. it's not contaminated by the air quality management district says otherwise,

and a chance for some showers by the weekends we will get their into the weekend. let us take a look right now, i will see mind as storm is expected to pull into the area. even throughout the day we actually could see the showers will toward north and there's probably a chance to to get into our area through the north bay and it is sunday morning that record to see some sprinkles starting to play a bigger role in our forecast by 5:00 our worst expecting light showers all the way into san rafael. the golden gate bridge and as we head into 7:00 hour. really, most people will make up and feel the rain out there. but is expected to grow up rest of the morning and into the afternoon and insets day it is a better chance of picking up showers in the afternoon all the way to 5:00 bringing as raindrops into the forecast and even into the evening we could still be dealing with widespread rain. it is not by 9:00 or 10:00 that we will be seen that push on out and along the peninsula as well. right now are fog tracker is showing that the north bay along the peninsula and into the east bay and even pushing

it! 5:00. thank you for joining us. i'm kristen sze. >> i'm eric thomas. topping our news, the investigation into the san bruno explosion and fire is focusing on the pressure levels inside the natural gas pipe that blew. overpressurized gas lines are a common cause of explosion. terry mcsweeney is live in san bruno with the story. terry, pg&e has been ordered already to reduce pressure in the effected pipe. what happened to that? >> well, they haven't done it yet. i'm about to tell you why. i want to let you know we're directly across the street from the entire block that has been reducedto rubble by the explosion and pg&e has been criticized not reducing the pressure enough in its natural gas line. the public utilities commission has ordered pg&e to reduce pressure by 20%. it has only reduce it had by 10%. the company says it needs more clarification on that issue. mercury news has uncovered evidence of 15 incidents of what you were talking about, over-pressurezation in pg&e gas lines between 2008 and 2009. pg&e says it has completed safety inspections on about 750 miles
